See POLICING, A8 See CHAUVIN, A8 See COUNCIL, A3 See ALLEN, A3 See ISSUES, A4 By Jim Beam Three tax reform bills are on the agenda for the full House Monday when lawmakers begin the third week of their fiscal session. Senators also have final action scheduled on a major tax bill change and on a bill remov- ing the requirement that gun owners have a permit to carry concealed weapons. Gov. John Bel Edwards said last week he would veto the gun bill if it reached his desk. He said he thinks citizens sup- port the current system that requires a permit and train- ing on gun use.

Rep. Barry Ivey, R-Central, is sponsoring the tax reform bills in the House. House Bill 376 establishes a single in- come tax rate of 4.25 percent for individuals, estates and trusts. The proposed legisla- tion also modifies income tax credits and deductions and eliminates the deductibility of federal income taxes on state income tax forms. HB 464 by Ivey revises the procedures for granting in- dustrial property tax exemp- tions.

It gives local govern- ments a bigger voice under the Industrial Tax Exemption Program (ITEP). In HB 629, Ivey wants to establish a flat 4 percent individual, estate and trust income tax and a 6.5 percent corporate income tax rate. All of those taxes currently have graduated levels of income taxes. Sen.
